Sonic might be the fastest thing alive, yet his famous weakness is his lack of swimming ability and subsequent fright of water. This is despite the many attempts of Amy to get him to learn, both for this own sake but also her own desires to go on romantic swims or beach trips with him, regardless of his interest or not. It takes a lot of effort to coax Sonic near the water, he often clutches swimming noodles, rafts or the edge of a pool, refusing to do anything independently, making him weaker than Cream. The most dangerous period for Sonic if he ever leans to swim a little and somehow gains a little confident, the moment he loses his fear of water is when he will be truly in danger.
This aquatic hesitation allows others like Tails a chance to shine more in their roles when it comes to specific swimming-required missions or tasks.

I imagined that if Sonic's preferred swimwear would be jammers, this iconic style of swimwear is almost exclusively associated with competition or training which perfectly matches his personality, not casual like shorts but more focused than speedos, it also allows him to better utilise his land based speed better if at the beach or lake, more akin to a kind of running sporty lycra, so jammers are the perfect duel-purpose swimwear for Sonic for both land and water, the likely choice he'd wear to beach or pool, even if he barely gets wet.
