I am thinking that, perhaps the water has made it up to just below the sills of those lower windows there. THere are platforms affording entry into the water when it is up... How old is this place?

This building was an old mill, built in 1898. It was a part of the nearby rasp factory complex. In the 1960's and 1970's the mill was used as a residential building for plastic industry workers and after that as a city warehouse. The mill was destroyed in arson in 2009 and was abandoned. Today it's under renovation.
