YOU LOOK ME STRAIGHT IN THE FACE AND SAY IT'S NOT THEM. >IFrom episode 20 of Durarara!!, when Erika and Walker are having some kind of reality= what we like and don't like rant. And they showed all this manga (mostly BL, Erika, you GOD), then THIS showed up.
IT'S FREAKING SHIZUO AND IZAYA. YOU CAN SO TELL!!! HE'S EVEN WEARING A BARTENDER OUTFIT!!!!!!!
I don't care if they have different hair colors. They didn't wanna make it obvious.
On a side note, imagine how MAD Shizzy would be if he found this! XD

A lot of people say it isn't because of the hair, but I'd say that it's actually further proof that they are supposed to be them, just not over blatantly. Here's why:
1) The Izaya in this has a dark purple-blue hair color, and the actual Izaya has black. In cartoons it is pretty common to use dark shades of purple or blue when you have a character with black hair because it's easier to work color depth into. If Durarara had one of the less realistic styles his hair would have been a bluer or more purple color so they could have base, shadow, line and gleam without turning his hair moreΒ gray or under playing the contrast.
2) This Shizuo has a red-brown color, and the actual Shizuo was a brunette who bleached his hair. It isn't uncommon for an anime brunette to have a redder, to out right auburn in some cases, color than the dark brown that the show uses, though I do admit that this is a bigger jump than Izaya's hair since it isn't as common for this drastic of a color tilt.
3) UsuallyΒ it doesn't jump up and down and point at things like Lucky Star, granted most aren't this hidden like the Black Butler poster in the Manga or Spice and Wolf cut out, but those are also actual shows with well established existence, not semi-controversial pairings of characters within the series, which means if you have some issue with it, you don't have to view it this way.
4) This is in Erika's perspective episode and we know that according to her Shizuo and Izaya are secretly lovers, so if there was going to be a Shizaya Easter Egg, this would defiantly be the place to sneak it in.
5) There's a full screen of this long enough that you can catch it and it's right next to another manga with a man with a striking resemblance to Shizuo, which makes me think that it's an additional little "yes, you did see that" rather than an amazing coincidence next to another.

And on a personal note, I do find this pairing interesting, so I'll be a little biased up there. And IΒ do agree, it will never be a truly cannon couple because of Shizuo's honest attempts to kill Izaya. I've seen people say that Izaya isn't dead because Shizuo loves him, but they also say that his never hitting Izaya is intentional and proof, even though he had hit him before and Izaya has to take extreme measures to avoid it regularly. That said, I can easily believe Shizaya/Izuo as a cannon one sided relationship because of Izaya's behavior. He regularly seeks Shizuo out and taunts him (in a more extreme version of the old pig-tail in the ink well bit) despite the more than obvious danger, where as he seems more content to move the others from further away more often than not. And he also says regularly that he loves all humans equally, but then also makes a point to say "You really aren't a human Shizu-chan" on at least on occasion. This can go one of two ways to me: Izaya truly does hateΒ Shizuo, which is almost too cut and dry with the complexity of the rest of the things we're shown, or he actually likes Shizuo better than other humans, and due to his social awkwardness, and the clear signs of sociopathy, which would make feeling something like actual love rather than intrigue strange as sociopaths usually don't experience emotions normally, but as they perceive others experiencing them, would be strange and very frustrating. Given Izaya's personality, if it were the second I can easily see him both lashing out against Shizuo for doing that to him, while also wanting to interact more to better understand the emotion, if only to use the knowledge in one of his later games with a random person.

Nah, I can't see it. The outfits look alike but the hair throws me off. Izaya has black hair and Shizuo has blonde hair. Right? I mean the people do look like them but its not exactly them! QAQΒ

I think the idea here is that the artist based their looks on Shizuo and Izaya, but didn't wanna make it blatantly obvious, so that fans could be all "Oh! What a neat little easter egg I had to look for!"
But eh. To each their own.
