yes and no, on vita he is strictly unbiased as per the instructions given by Booya or God who protects vita. the rest of the galaxy or anywhere i suppose is fair game, however Xthukha is aware of the natural order, that's why he gave the Gomans a form indestructibility and immortality but practically made them sterile.

the skulls in the background could be his minons/helpers called death slimers they attack all living things they see.anything they touch will drop dead witin seconds.they are born then xthukha hits something with his body some slime is left on the object.which turn into hunreds of tiny death slimers.they get bigger then they kill living things.

i could use that...possibly. the origional idea was that they are simply for show when he decides to reveal himself to mortals before their death. the cloak is also just an in character theme and why human history has paint death as the infamous grim reaper.
it should also be noted that Xthukha is responsible for the Easter bunny. XD
