It is a man from Brazil (my country) that went to live on USA running away from some accusations o fraud. Now he is a right wing conspiracy theorist nut job vloger. I made a satire of him and that was the illustration. His name is Olavo de Carvalho.
Ironically I think he kinda looks like Noam Chomsky. In some ways he is the bizarro version of Chomsky. Were Chomsky is intelligent and awesome Olavo is retarded.
